The Level 7 Solicitor Apprenticeship After the January 2026 Funding Changes

The Level 7 Solicitor Apprenticeship allows candidates to qualify as solicitors without a university degree, earning while they learn. From January 2026 apprenticeship levy funding is restricted to new starters aged 21 or under. This guide explains how the route works, who it still suits and what the funding change means in practice.

Solicitors Trainees Law Students Apprenticeships

The Level 7 Solicitor Apprenticeship is one of the most significant routes into the profession introduced since the SQE framework came into force. It allows candidates to qualify as solicitors through paid employment โ€” earning a salary while studying, without incurring university tuition debt โ€” and has consistently produced the strongest SQE pass rates of any candidate group.

From 1 January 2026, government apprenticeship levy funding for new Level 7 apprentices is restricted to those aged 21 or under at the start of the programme. This change has significantly reshaped who the route is most accessible for, though employers can and do still run programmes for older candidates on a self-funded basis.

How the Level 7 Solicitor Apprenticeship works

The Level 7 Solicitor Apprenticeship operates under apprenticeship standard ST0246, regulated by Skills England (formerly the Institute for Apprenticeships and Technical Education). Apprentices are employed throughout โ€” they are not students on work placements โ€” and receive a salary, although starting salaries vary considerably between employers.

The programme typically lasts five to six years and includes:

Four years of LLB study, typically one day per week at a university or training provider alongside four days of paid work at the employer.

Eighteen months of focused SQE1 and SQE2 preparation.

At least 20 per cent off-the-job training throughout the programme, as required by apprenticeship regulations.

SQE2 as the End-Point Assessment โ€” the final examination that marks completion of the apprenticeship.

Time worked as an apprentice automatically counts as QWE for the full duration of the programme.

Entry requirements

There is no degree requirement for the Level 7 Solicitor Apprenticeship โ€” it is designed as a school-leaver route. Typical entry requirements set by employers include three A-levels, though individual employers set their own criteria and some will consider equivalent qualifications or prior work experience.

Candidates with prior legal qualifications โ€” a Level 3 Paralegal Apprenticeship, a CILEX Level 3 qualification, or similar โ€” may be able to enter the programme partway through, reducing the overall duration.

The January 2026 funding change

From 1 January 2026, apprenticeship levy funding for new Level 7 Solicitor Apprentices is restricted to those who are aged 21 or under at the start date of their apprenticeship (or aged 16 to 25 with an Education, Health and Care plan, or care leavers).

Apprentices who started before 1 January 2026 retain their levy funding through to completion. The change affects only new starters from that date onwards.

Employers can still run Level 7 Solicitor Apprenticeship programmes for candidates aged 22 and over, but they must fund the training costs themselves rather than drawing on the apprenticeship levy. HMRC and the Department for Education have confirmed that the employer’s National Insurance exemption for apprentices under 25 applies to commercially funded apprentices as well as levy-funded ones.

What this means in practice

The funding change has not killed the Level 7 route โ€” but it has significantly reduced its accessibility for career changers and graduates in their mid-to-late twenties who might previously have used it as an alternative to self-funding the SQE. Many City and national firms continue to run programmes and are exploring self-funding or sponsorship arrangements for older candidates. The Law Society is actively lobbying for the age cap to be reversed.

Who runs Level 7 Solicitor Apprenticeship programmes

Training providers

BPP, University of Law (ULaw), The College of Legal Practice, BARBRI, Damar and Datalaw are among the main training providers delivering the academic component of the programme.

Employers

A wide range of law firms and in-house legal teams run programmes, including firms that were founding members of the apprenticeship standard: Addleshaw Goddard, Barclays, Browne Jacobson, Burges Salmon, Clyde & Co, DAC Beachcroft, Dentons, DWF, Eversheds Sutherland and others. Many City and national firms have since joined. Bird & Bird, Trowers & Hamlins, Lanyon Bowdler, Fletchers and Weightmans are among those who have run or continue to run programmes.

Performance on the SQE

Apprentices have consistently outperformed other candidate groups on the SQE. In April 2023 Kaplan recorded a 97 per cent SQE2 pass rate for apprentices compared with 75 per cent for non-apprentices. The SRA’s SQE: Four Years On report (January 2026) confirmed that apprentices continue to be the strongest-performing cohort, representing nine per cent of the SQE candidate pool in 2024 to 2025, up from five per cent in 2023 to 2024.

Wales

The Level 7 Solicitor Apprenticeship is not currently available in Wales. The Law Society is campaigning for the standard to be extended. Welsh candidates should consider the SQE standalone route or the CILEX route as the primary alternatives.

The Graduate Solicitor Apprenticeship

Graduates who already hold a degree can access a faster version of the apprenticeship route โ€” the Graduate Solicitor Apprenticeship โ€” which typically takes two to three years. It uses the same apprenticeship standard (ST0246) but enters at a later stage. The same January 2026 funding restrictions apply. Common mistakes to avoid

Assuming all employers levy-fund places for over-21s โ€” from January 2026 they are not required to and many do not. Always check the funding position with the employer before applying.

Confusing the Level 7 Apprenticeship with the Graduate Solicitor Apprenticeship โ€” they are the same standard but different entry points and durations.

Assuming the route is only for school leavers โ€” paralegals with prior qualifications can enter partway through and complete the programme in less than six years.

Overlooking the Wales gap โ€” if you are based in Wales, check whether your preferred employer runs a programme there before applying.
